[Speed] Evening slowness and latency in Bethlehem

Hi, I've been experiencing massive slow downs and latency in the evenings (from ~8PM-1AM). I pay for 25Mbps, but it's not abnormal for me to see 1Mbps download on speedtest.net (pa.speedtest.rcn.net normally comes in around 5Mbps at the same time). I've been an RCN customer or lived in a house with RCN service for three years now, and this is the worst I've seen it. I use a desktop that is directly wired to the modem, and is typically the only device using the network (I have a router that I sometimes use if I want to use a wireless device, but mostly it sits unplugged). I like to game, the latency and ping jitter get pretty bad during these times as well, which makes most online games unplayable. During the day I have a stable 90ms ping to game servers in LA, but during the evening that can be anywhere from 250ms to 800ms, and is not stable. I've called the support line few times since August, and have had a tech out, but it didn't help. The last time I called support I was told that there's nothing they could do except send another tech. Since everything works fine during the day, I don't really see that helping much. Since it's gotten to a point where I avoid using the internet during peak hours, I figured I'd see if anyone here can offer any help. If anyone has any information or ideas, please let me know!
