I live outside Boston, MA. For the past three weeks, I've had numerous occasions of calling relatives in CT and having them tell me I sound like I'm under water or am so distorted they cannot tell what I am saying. I can hear them perfectly. I normally used a wired phone, but have tried a wireless phone with the same results, so it is not my telephones. I also regularly fax someone in CT and starting three weeks ago I repeatedly get fax time outs and loss of page acknowledgement such that I can no longer send faxes. Have tried resetting the cable modem for VOIP, but that doesn't seem to help. Modem signal level and S/N have always been ok.

Voice calls within the Boston area appear to be fine.
I have a tech coming out Monday afternoon, but I am sure he will find nothing unless he happens to be particularly skilled.
