[Speed] Is 20Mbps normal for 330Mbps subscribers?

I am new here. I just moved into an apartment and it's using RCN. The apartment is located at 301 W 110th St. New York, NY 10026. The landlord subscribed the 330Mbps service. However, the actual speed, never went faster than 20Mbps (download). When I say actual speed, I mean the speed that I download a file from a well established server (e.g. downloading Windows 10 Insider ISO file from Microsoft's official servers, or may its CDNs, mirrors). I also did the speed test on RCN's official speed test site (http://ny.speedtest.rcn.net/), it's recognized the subscription, and the download speed is around 100Mbps (tested in the morning, in the afternoon, in the evening, and in the night). However, I suppose this 100Mbps isn't the actual speed, because I can't get this number from any except RCN's test site. From speedtest.net, it's max is 20Mbps, sometimes drop to as low as 6Mbps. Now, tomorrow, the technician is coming to my apartment, and my landlord will be there too. I am not sure if this speed is normal to RCN users. I want to hear your situation. Also, I did some research on speedtest.net, they have an average speed for RCN users in New York area, it's 60Mbps. I think this average includes all RCN users (for 50Mbps, for 110Mbps, and 330Mbps). Even this, gives a much larger number (60Mbps > 20Mbps). So my guess is that in New York area, a 330Mbps subscriber should get a speed that is at least better than 60Mbps. Last thing I want to comment on this service is that when connected, many websites simply cannot be connected (a Mac laptop running O SX ). For example, http://www.google.com will result in an error, with Chrome, it's (net::ERR_EMPTY_RESPONSE): The server closed the connection without sending any data. But the error will not occur if I am forcing https connection. This sounds like some sort of filtering system. The same goes for the other computer in the apartment (running windows). Finally, my landlord seems to have paid a yearly fee for this internet service. But if tomorrow, the thing didn't go well, I want to cancel the service. Does anyone have suggestions or warnings on refund? Wish me good luck tomorrow, I really need a fast and reliable internet. Thanks for reading.
