[Speed] Told Modem is in Partial Mode

Good afternoon...I finally took the plunge and upgraded my service from the old 110 to the gig speed and for awhile things went ok (when they installed the modem and splitter I got gig speeds) but within few days the speed dropped to 200 to 100 to now around 35 down...would constantly reboot the modem and router and at first it would work again...but only for so long. I have since bypassed the router and plugged my laptop in to modem directly and still getting those speeds. I called tech support and they ran some tests and said that my modem was in partial mode and they needed to send a tech. I'm getting my modem through rcn arris touchstone cm8200. I've tried different ways to log in to the modem myself but have not been able to for some reason. I've tried plugging the coax cable directly into the modem...bypassing the splitter that went to tivo...I've tried different splitters that I purchased and nothing seems to help. What does Partial Mode mean and how is it remedied? I had a bad experience with last tech who came out for a different issue...rather not go through that again. Could it be my inside wiring as I'm sure they will instantly blame...could it be something outside...could the modem be bad? Just curious what I am in for when they come out in a few days.
