[Speed] am i being throttled?

i admit that i use a lot of bandwidth. spotify nonstop, netflix, etc. I'm on the 75mb plan. however, i've been getting 10mb-50mb or lower on rcn's own speedtests. transmit power/forward power/forward s/n ratio arrows are in the green. this is only a recent occurrence....maybe the past 2 months or so. for the past year, I had been getting above 75mb...maybe 76mb or 77mb (even during peak times!!).
