Hello. I have RCN in an apartment building in D.C., and for the last three weeks or so, have been having severe internet issues where the upload speed has become extremely slow if practically non-existent. Download speed is ok when not uploading, however whenever an upload is attempted, the download speed drops out to almost 0 as well, making the entire connection unusable, and stays there until the upload attempt is stopped. The upload speed is so slow that Dropbox, for example, can't even maintain a connection to its servers to upload a small 30kb document (or it might take twenty minutes to do so with multiple drops in connectivity). Nothing has changed on my end in regards to equipment or configuration. At first, the cable modem would completely drop it's connectivity to RCN every time an upload was attempted, so I swapped out the modem, but that has done nothing to solve the speed problems (other than it appears the new modem isn't dropping the entire connection like the old one).
RCN's online speed test indicates my modem's transmit power is at 50.8dBmV and is out of spec. Additionally, the RCN's download speed test and speediest.net both indicate on average a download speed of 8.03Mbps and upload of 374.22kbps. In practice, there certainly is not a sustained 374kbps upload connection. The RCN upload test indicates 20Mbps download and 0Kbps upload.
I'm wondering if perhaps there is noise or some other frequency issue causing this on RCN's end. Has anyone experienced anything like this before or know what might be going on?
